     According to Sys 6.0.1 docs, the Option-Control technique is intended for
temporarily changing an existing link. It is not supposed to let you create linkages
where no linkage exists.

     You can use IconEd to edit an icon file (in the ICONS/ folder) in order to
associate an icon to an application. In IconEd, you load the icon file (which may have
several icons), select the icon you want to associate, click on the Icons menu, and
select Attributes. Then, you can set the Filetype to match and pathname of the
application which is supposed to start when you click the icon.
