Actually the Apple II is able to use the 1.4Mb disk with the correct drive and 
interface card. In the case of the IIe card in a Mac the internal 1.4Mb drive
is fully 
useable while in the IIe mode. Make sure you go into the IIe control panel and
make sure that the drive is assigned to a slot. A normal assignment would be 
slot 5 drive 1. You should be able to boot from that drive with the correct
control
panel settings and a ProDOS bootable disk.

Files that are downloaded on the Mac in disk image form should be able to be 
unpacked to the internal drive in ProDOS format that should then be useable 
by the IIe card.
