The DS1215/DS1216 requires a 3V or 3.6V lithium battery. If it is
reading 1.3V, then it is very flat. (Minimum voltage is 2.5V, maximum
is 3.7V.)
There is a lithium battery bonded into the SmartWatch (NSC). You must
be _very_ careful dealing with this, as it might explode if you try to
desolder it, and especially if you try to put another battery across it.
I'd strongly recommend trying to buy a replacement DS1216E.

Do not try to use a 1.5V battery. It won't work.

No. The DS1215/DS1216 cannot recharge its battery, and it will probably
not work as well as a lithium. This is less critical in the ROM version
of the SmartWatch, since it isn't making use of the low voltage
write-protect mechanism used with the RAM version.
In case you hadn't guessed yet, we use the DS1215 TimeChip at work, and
have also used the RAM versions of the SmartWatch in earlier products.
The chip in the SmartWatch is labelled DS1216 but it is actually a
DS1215 (the "DS1216" name applies to the SmartWatch as a whole,
including the socket, battery, circuit board, and time chip).
