Technical Questions about the Apple iie MMU/IOU

The MMU and IOU share the RAM address bus.  How are they
synchronized so that they know whose turn it is to use the address
bus?  Is it the Q3 signal from the PAL?  If so, what are the
equations for this PAL signal?

I have an Apple iie technical reference manual, but none of this
is covered in any detail.  I there another book I can buy which
would have this level of detail.  If so, where can I buy one?
