The Laser 3.5 drives that I have seen have been clones of the Apple 3.5 drive.
They have not worked with the IIc but only with the IIc Plus and IIGS unless
you also had the Universal Disk Control card for the slotted machines.

One of the changes between the IIc and The IIc Plus is support for the Apple
3.5 drive.  The prefered 3.5 drive for the Apple IIc Plus is the Apple 3.5
drive, 
not the UniDisk 3.5 which works much slower.
