There is no TS1 on any of the System 4.0 disks I've looked at (including
my original distribution disk).  There are TS1 and TS2 files on System
3.2 (I haven't checked 3.1, because I don't have a virgin master of it).
System 2.0 has a single TOOL.SETUP file that contains patches for both
ROM 0 and ROM 1.

The release notes for System 3.2 say the split occurred at this version.
However, the text in the System 4.0 release notes is identical, so it is
possible that 3.1 has the actual change and noone bothered to update the
release notes until 5.0 came out.

It is interesting to note that the System 4 release notes mention both
TS1 and TS2, but the disk that came with the release notes (from APDA)
only had TS2.

If you try to boot any version of GS/OS on a ROM 0 machine, you get a
message along the lines of "GS/OS requires ROM version 1 or later".
This is before you even get to the graphical screen with the "Welcome to
IIgs" and boot progress bar.

TS1 was also missing from System 5.0, 5.0.2 and 5.0.3 (I never got
5.0.1).

Likewise.  ROM 3 has some special code to check for and handle System
4.0, but it might not work as reliably as System 5.0 or later.

I've also managed to boot older system versions on ROM 3, but not the
most ancient ones, and I didn't try running any applications (I wouldn't
expect it to be reliable).

That is the TOOL.SETUP file, not TS1.
