Note that, while the C128 VDC is quite restricted WRT to the 16 color
limitation, it is kinda-somewhat possible to do better with the
background, that covers the whole screen.  You can manage to trick it to
accomplish a little more hues than your basic 16.  Affects the whole
screen.
