apple IIe possible hardware problems. Please help..

I have a friend that needs help with an apple IIe. There seems to be a
booting problem. Now I have a lot of experience with PC's but I can say I
never checked an Apple IIe before. Is there possibly any way that I can
check the hardware for problems without the software? If there is, how can
I go about doing this? No sarcasms please. Your help is greatly
appreciated. Thank you.
