I have had this behaviour from my VOC when the incoming video signal
has been weak or noisy.  For example, using my old Beta Hi-fi to send
video to the VOC, the VOC will not display the video correctly
whenever I cue forward or reverse or when I pause.  This is because
the Beta puts all kinds of noise through the screen and the sync
signals seem to go pretty wacko.

I had the same problem the one time I plugged a Nintendo into the VOC
input.  My sister was playing Micro Machines while I was reading BBS
messages on the same screen.  :-)

Try a different video source and see if it works better with it.
