This happens when the VOC gets no video sync with the video's vertical
blank signal. The VOC automatically disables when it doesn't detech a
valid vblank signal. The disabling and enabling of sync will disrupt the
Apple display for a second. So, when you FF/REW on a vcr, it does not give
valid video-sync signals unless you're running it through a TBC.
