    That is the Apple 'Monitor IIc', a display designed for use with
the Apple IIc computer. It's a compact 9" monochrome display which
connected to a weighted metal stand (a sideways "U" shape), ;the CPU 
would slide underneath and you could tilt the monitor up or down.

    Composite video input, using an RCA phono connector. It was most
useful on an 8-bit Apple II, you could display monochromatic graphics
and 80 columns text (like most monochrome displays, it has a higher
video bandwidth to display 80x24 text, unlike your standard TV set).

    As for what to do with it, well it can be feed any NTSC video
signal, such as that from a VCR, video camera, game-console, older
computers or even an A/V Macintosh (not the main display of course).
The only thing is the display will be green, basically the same as
a B&W television set, but made up in shades of green rather than
greys. ;)
