The more I look into it, and that hasn't been a lot because I haven't
had the time, the more I think I was wrong initially.

I have heard about the FAT32 but didn't realize that it was introduced
by other manufacturers or that it was limited to hard drives.

I'm now wondering whether the MSDOS FST's problem is with the way
Windows 95 deals with long filenames.  Apparently it uses multiple
directory entries to store the extra filename information or something
but I haven't had a chance to look into it further.
