Windows 95, in and of itself, did not introduce any such thing.

*YES*, the Windows 95 floppies (and some other Microsoft floppies) use a new, 
proprietary 1.7MB (or thereabouts) for software distribution, but Win95, out 
of the box, will not allow you to format disks in this matter.  So I don't 
know why the MS-DOS FST on the GS would care.

Now if you mean the *HARD DRIVE* FAT, there was an optional FAT32 introduced 
in *some* OEM versions of Win95, but the over-the-shelf versions don't have 
it, and in any case it's not relevant to this discussion.
