How about this:

Modify each newsreader so that when someone joins a newsgroup for the
first time, the FAQ appears automatically.  IE. they enter the group
and the FAQ pops up on their screen.

The first paragraph of the FAQ should be a terse summary describing the
purpose of the group promptly followed by an admonition of the rules
governing the posting of messages to the group.  Some FAQs fit this
model.  All should.  Ideally it should be no longer than a screenfull
(24 lines) so that the reader doesn't automatically by-pass it.

Of course, this would require the programmers to adhere to this standard
(which I don't think is unreasonable at all) and someone to present it
to them.
