The Apple IIc Plus did have mini-DIN8 serial connectors (still
controlled by pair of 6551 UARTs) but it's incorrect that any model
of the Apple IIc (non +) ever did, those all used DIN5 connectors.

Actually it affected modems >300 baud, though it varied by brand and
model. The "fixed" motherboard used an oscillator to get the correct timing
needed, rather than a 74LS161. Operating a modem at 9600 baud works on most
any IIc, though going beyond that gets a little questionable (even on a IIc
Plus). Most people claim it works, but because of speed and the 6551, losing
characters is a distinct possibility.
