Ah ha! I've run into this problem before! :)
(UniDisk works on IIgs, Apple 3.5 doesn't)
 
Pop the logic board and carefully inspect the soldering on the bottom,
particularly behind the VGC chip. You will probably find one solder joint
that was never soldered (one end of R121 I -think-) This is one of two
signals from the VGC to the SmartPort.
 
If I had a ROM_03 board loose in front of me to look at I'd give more
certain info, but I don't have a loose one right now. If you need me
to nail this down better drop me email and I'll see what I can do.
