Lucky for you, that isn't a chip, but a simple jumper wired as follows:
(from the schematic in the SSC manual)

     1--|  |--16       Of course, the manual doesn't show which way the
        |  |           arrow is pointing when the first pin is in 
     2--|  |--15       alignment with the first pin of the socket, but     
                       this should be enough to go on.
     3--|  |--14

     4--|  |--13
