  This is no different from the GS or Mac "toolbox" (except that Windows
implements its DLL's better than that ;).  The speed of Windows has
definitely improved across its various incarnations, and they have
gone to some weird extremes to make certain parts as fast as possible
(including one instance where they generate screen-update code in
realtime on the x86's stack, and execute it - similarly gruesome yet
neat hacks exist on the Apple IIGS :)

  I don't begrudge the requirement.  In a multitasking operating
system (and yes, Windows is and was one) applications *must* allocate
machine resources through the operating system, or the whole
system breaks down.
