Easy answer to this one, though it is rather obscure:
Go to the graphical Control Panels (under the Apple menu), and open
"General". At the bottom of the window is an option called
"Translation". It determines how the keyboard is handled by the IIgs
Event Manager.
If it is set to "None", then the option key is just treated as a
modifier, like Apple/Command. If it is set to "Standard", then
Option-key combinations generate special characters, and Option
is difficult to use by itself as a modifier key (except with a
mouse click, for example).
