What you need is an RF converter, available at your local radio shack. 
That should do the trick.

There is an upgrade program for the Apple IIc.  They are commonly known as
the modem port communication problems, which applies if you have a modem
(non-apple) attached and you are having problems communicating.  Whereas
you need to take your IIc and modem to an apple dealer for them to
recreate the problem, if the problem exists then you will get a new
motherboard at no charge.

The second product notice involves the Unidisk 3.5.  If you hook up a
unidisk 3.5 to your IIc and it doesn't recognize it then you need to take
the UniDisk and the IIc to your dealer and they will upgrade the logic
board for no charge.  The dealer has to supply Apple with both the IIc and
UniDisk 3.5 serial numbers, so that is why you have to take both to a
dealer.

If you're not experiencing any of these problems than you don't need a ROM
upgrade, and you should get years of use out of your IIc ;-)
