You need a "language card" (16k RAM card in slot 0) to use ProDOS.
ProDOS 1.0 and 1.0.1 will work on a 48k machine, but most applications
(including BASIC.SYSTEM) will not. Later versions of ProDOS are
always loaded into the language card.
