Yes, that's what I've understood.

Yep. It can quit back to GS/OS if it was the boot operating system.
It works by restoring the original quit code installed by GS/OS, but
I'll release a new version shortly that uses Randy's method (doing an
extended quit with an empty path).
Quitter does have one other feature, which I'll keep: if you actually
launch a copy of ProDOS-8 (e.g. the PRODOS file from a floppy) after
booting GS/OS, but without doing a full reboot, then GS/OS is still in
memory, but there is no way to get back to it (even an extended quit
won't work). In this situation, you can use QUITTER to force a quit
back to GS/OS (this will probably crash if GS/OS wasn't loaded since
the last reboot).
