This is usually caused by an application which turns off the
translation, and either forgets or doesn't get a chance to turn it on
again.

If you reboot while running a program that has temporarily turned off
the translation, it will remain set to "None".

In my case, the worst culprit is the Genesys resource editor.  I'm not
sure what other programs do this.  I think that AppleWorks GS might.


There isn't really any way to avoid this, other than making sure you
quit the application properly (don't just reboot).

The applications doing this usually have a good reason: they want to
use the Option key for some special purpose, without having the
alphanumeric keys changing definition.
