3.5" Drive problem

I have a //c+ with an external 3.5" drive and a 5.25" drive daisy chained to 
the port.  Lately, sometimes when I try to use the 3.5" drive, the system 
locks up with the lights on both external drives on.  If I reboot all drives 
work fine until I try to use the external 3.5" again.  To fix the problem, I 
must turn off the computer.  

Has anyone heard of anything like this or know if it's the drive or the 
computer or what?
