Yet another Finder bug (?)



I have the following recurring problem on my system.  I have the Finder
preferences set up NOT to save Finder changes.  I use the Control-action
combination whenever I do want to save something.  When I have an open
window on the desktop and hold down the Control key while double-clicking
an application, subsequently the window is always opened when I enter or
return to the Finder.  This is normal and good.  However, if I later
try to change it back (i.e. hold down the Control key and click on the
window's close box) it doesn't work and the window continues to open
when I enter or return to the Finder.  I end up having to select 'Save
FInder changes' then close the window then de-select 'Save Finder
changes'.  What am I missing?
