This is very important for INITs, because if they load before HP does they
will be unable to access compressed files during boot-time initialization.
Once HP loads they'll work just fine, but at least one (DT.Utils) tried to
load some tools that were compressed, and failed... moving DT.Utils after
HP solved the problem.

I don't know that it's the same problem for GS.Spy.2, since that seems to
be interfering with HP and not the other way around.  Probably worth a try
through.
