The FPI does not use RAS-only refresh, it uses CAS-before-RAS refresh. If
RAS-only refresh were used, you would not be able to read the ROMs during a
refresh cycle.

The FPI has a decade counter (four bits, but it only counts up to ten) and
when running faster than 1 mhz, every time this counter ticks over a refresh
cycle is performed. The refresh address counters are all inside the DRAMs
themselves.
