Scott has it right; the trick is that you're not supposed to -need-
an equivalent. BASIC.System moves HIMEM up and down by 1K at a time
as needed to make room for more file buffers.

Are you doing any BLOADing or BSAVEing? Those will give you the NO BUFFERS
AVIALABLE message if you try to load or save in memory areas that are marked
as in-use in the $BF00-page memory bitmap.
Are you messing with HIMEM yourself? The rules are weirder than they
were under DOS 3.3.
How much memory does FRE(0) say is free? If you don't have 1024 bytes
free (1K), you don't have enough memory for BASIC.System to open another
file (in your case that doesn't sound like the problem).
If this hasn't helped, send a listing of your program so someone can try
it out.
