You're talking about the character generator ROM, but Kelly is talking
about the $F8 Monitor ROM.  The latter is not compatible with a 2716
in any version of the II or II+ (it uses an active high ENABLE signal).

The KEYIN routine in the monitor converts lowercase characters to
uppercase, so you have to patch this routine or bypass it by reading
the keyboard directly.
