Games that used the MMC1 mapper or discreet logic chips should be possible 
on the C64, but ones that use more advanced mappers probably could not. 
Also note that the NES can bank switch music from the cartridge on the fly, 
so NES games can have much more music than C64 games.

For example, the C64 Castlevania got everything that was in the NES version 
except for the boss music (for the above mentioned reason), in addition to 
adding a save game feature (the original Famicom Disk System version had a 
save, but it was removed from the American release).

The NES has a much bigger color palette (64 colors, of which 25 may be on 
screen at once), and it does not have the color/resolution restrictions the 
C64 has. Also it has more sprites (64 total), but they are much smaller 
(8x8 or 8x16 pixels) than the C64's sprites.

One other thing is that scrolling takes less work on the NES than the C64. 
With the NES, you merely adjust the scrolling registers. With the C64, you 
have to shift the next row of characters into the border area.

I know. The graphics were improved over the original Japanese version, and 
it had a battery save instead of a password save.
