If I remember my Apple II history correctly, the Mega II was actually
developed some time before the IIgs (circa 1985 or early 1986), as part
of a project to further integrate the hardware in the IIe and IIc. It
wasn't used for its original purpose, then was acquired by the IIgs
development team.
It is also my recollection that the Mega II is used on the Video Overlay
Card (along with the Video Graphics Controller chip from the IIgs).
