I'd strongly prefer a flash chip that can be programmed from a file on
the PC. You could distribute some "safe" files for test purposes, and
let people substitute with their own files if desired.

This could also be bigger than the normal 10 - 12K, to allow for some
entire applications to be burned-in. Maybe even an entire "ramdisk"
image could be burned into flash along with the ROM images. Today's
chips make it possible to put a lot of cool stuff into a small space.
