Probably functionally and electrically identical to a standard
R65C02, and just "house numbered" with Apple's 338-6503 part number.

Big customers can get their own part numbers "house numbered" on
parts direct from the manufacturer; this was always seen in HP
equipment, where a lot of standard digital chips including TTL and
CMOS parts had 1810-xxxx part numbers.

That Apple chose "338-6503" as their part number is somewhat confusing,
but I suppose not too surprising since they used "338-6502" for the
original NMOS part.  Apple's numbering system uses a three digit
class and four digit specific part code, so they couldn't stick a "C"
in the middle even if they dropped a digit to make room.
