Bleargh.  Much easier with the MinGW package.

Create C:\dev
Unpack the MinGW package there.
Unpack the MSYS package there.

Launch MSYS and edit /etc/fstab, or edit C:\dev\msys\1.0\etc\fstab.  Add:

  C:/dev/mingw       /mingw

So far that has worked for me (but I'm not working on KEGS).

I don't have Perl either.  Cygwin is a better way to go if you want a
full development environment.  One that has features like windows that
don't occasionally lock up after you resize them.  It seems to be harder
to build stand-alone binaries in Cygwin though.
