A null-modem cable really would be much simpler to get going, but if you're
set on connecting the modems together, you need to blind-dial (ignore the
(lack of) dialtone and dial anyway) one modem and tell the other modem to
answer.
I don't know what kind of serial-port hardware the IIc+ uses, but if it uses
the same hardware (Z8530?) as the IIGS and Mac, you could get faster speeds
(38.4 kbps, or maybe even 57.6 kbps) through a null-modem cable than you'll
ever get through two modems tied together (33.6 kbps).
