No language card. Do I need it?

Need? No, but I bet you'll appreciate having one. It depends on what you're
going to do with your Plus. If you're a retro-purist, and only running
software from the era the machine was produced, 48K is fine. You'll need
that language card though for many DOS 3.3 era games, apps - and if you want
to boot early versions of ProDOS. Nothing to lose, everything to gain in
getting one.

You'll also need it if you want to run Apple Pascal. If you do, I'd also suggest picking up an older 80-column card (e.g. Videx) to plug into slot 3, as the Pascal IDE is a PITA to use in 40 columns. Oh, and maybe a 12" monitor to relieve the concomitant eyestrain. :)
