Count yourself lucky it didn't get bigger... Trying to compress an
already compressed file almost always gives an output file that's larger
than the original input.

In this case, I'm thinking that zipping/stuffing isn't about trying to
compact the files further, it's about the archiving capability - Instead
of X number of files, each representing a page, it's one file containing
some number of pages.
Zip 'em up grouped by issue (or perhaps 10 pages of an issue), then even
though the archive ends up larger than the equivalent single files, it's
a "start the download and go have coffee" thing, rather than "Start the
download, wait for it to finish, start the next download, wait for it to
finish, start the next download... lather rinse repeat".
