One very good reason, now that I am involved in projects for the Apple II, would be cost. Another is amount of time spent. A third, it isn't as easy as you think to make these into something they aren't. And you are correct, the chip can only go as fast as the circuits on the rest of the mobo will allow.
The reference Bill, wasn't to the mobo, but to the Transwarp card for the //e. There, a 65c02 runs at 4/3.6 mhz (the documentation and claims are a bit confusing there), and has 256K of RAM; said RAM mirrors the mobo 64K and the aux 64K, allowing your programs to run at the higher speed, except with accessing video memory and some slots (like the slot that has your floppy controller card in it.)
RoyPS: IF someone were able to recreate the Transwarp, using the 14 mhz 65c02 and 16 megs of RAM shouldn't be that much more, and maybe less than using a 4 mhz 65c02 and 256K of DRAM.
