The IIc+ uses the IWM.

If this is the case, then it may be possible to make
the IIc use a regular Apple 3.5" disk drive. Do you know
if the difference is simply firmware?

I don't believe it can be done. As I recall when Apple decided
to produce A IIc with a 3.5" drive they first had to add some
hardware to let the IIc work with a regular 3.5" drive because
the 1mhz processor couldn't keep up. I believe the engineers
spent a fair bit of time developing that and right after solving
it somebody decided to up the speed. At 4 mhz there wouldn't have
been any trouble getting a IIc to use a regular 3.5" drive. I also
recall that rather than scrap it and start over they were supposed
to have left the modifications they made to let a 1mhz IIc+ use
regular 3.5" drives in the production boards. You could likely test
that by changing the oscillator so the IIc+ can't run any faster
than 1mhz.
