Others have suggested some direct approches.

Here's one I devised several years ago, when fewer tools were
available:

1) Use the host OS (MacOS, Windows) to makd a copy of an
existing disk image file.

2) Rename it to whatever you like.

3) Mount it in your favorite emulator after loading an Apple 2
disk utility, and FORMAT it.
