Mac IIe Card

I have a mac with a IIe card in it.  I downloaded the software from Apple's
web site for the IIe card...but I can't get it to work...

The web site says to double click on the self-extracting file and it will
install...but I can't get it to work...  Here's what I did.

1. Download the file to my PC
2. Copy to a PC format floppy disk
3. Put the floppy disk in the Mac and copy it to the hard drive
4. Mac still thought it was a PC file, so it refused to run it.
5. Changed the file type from "DOS" to "APPL"
6. Still can't get file to run...when double-click on it, get error -39.

The file name is "IIECARD.SEA.BIN"  I'm assuming that somehow the BIN
wrapper needs to come off...what program can strip that off???
