It's the same thing. Most electrolytic capacitors (except tantalums) degrade
with time and heat. Power supplies and monitors both get hot, the caps dry
out, and the internal resistance goes up. So instead of being a capacitor of
the correct value, it's a smaller capacitor with a built-in resistor.
