This is normal. Press RESET to get to the monitor (there's no
auto-reset-on-power-on circuit).
Then type CTRL-B followed by RETURN to get to BASIC. But it will never
display "Apple II" or any other string at the top of the screen because
of the "old monitor" ROM in it.
