OK, so I think, i got it now.
I may have located the Problem. The GAL-3 seems to be the delinquent.
Swapping it with org. GAL-3D worked at 7mhz perfectly. The 3E, which i
used, freezes the Card. I cant soft-boot the System as well! I tried a
GAL-3C (since i still need the 3D on the other card). If will work
perfectly up to 14mhz with cooling. 16mhz gives an error right after
the transwarp-logo (something about the sound device). I really need
that 3D GAL as .jed (since i cant read the one on the other card, it
seems to be protected). Since i have 3A, 3B, 3C and 3E as jedec-file,
i will test these GAL-revisions in combination with the other GALs as
well. The socket for GAL-3 had 2 broken pins by the way ;-).

More Background: I got the card from someone whose father repaired A2-
stuff. His father died and the guy began selling the stuff over ebay
and in private.
The card was used to test cache, CPUs and GALs. Some sockets were
already replaced and some in bad condition. the cache-board for
example was corroded and had a loose fit. I had to replace the cache-
connectors and (as partly listed) some other components that were bad
(well, some not - as i discovered later on).

I may get another TWGS and 7x ZIP GSX (all more or less defective). I
may sell some of them via ebay or directly if i get them back to life.
But since I'm from Germany, i doubt that collectors from the US might
be interested. Prices in Europe tend to be twice as high for A2-stuff
(most times).
