Some ideas:

Do you use compression, for example exomizer? I can't imagine that e.g.
Lode Runner needs 37.5K of compressed data.

Also, do you use DOS or ProDOS?

If ProDOS, do you need BASIC.SYSTEM? Couldn't you use LOADER.SYSTEM
instead? or MicroDot? That would gain you at least 7K if not more.

If DOS, can you maybe use one of those hacks that moves most of DOS into
the language card memory region?

Lastly, if the media is 5.25" can you maybe use just naked RWTS code and
live without both DOS and ProDOS?
