FaceLift was never fully completed. I believe at one point that
someone, possibly Michael Hackett himself, was waiting for some source
code to the SecondSight ROM that Sequential Systems had promised to
send. I don't think it every arrived. Heck, Sequential once said
quite some time ago that they would be making stuff available from
their old web site but now when I try to connect there, the domain
name seems to be still registered but I get no response from at server
at the URL http://www.sequential.com

If all you want is to be able to use a VGA monitor, then you should be
able to get away with something like a scan line doubler which were,
and possibly still are, available for the Amiga.
What you are suggesting above probably won't work for adding higher
resolutions or colour depths to the Apple II which is something I
personally would love to see and see supported so that all
applications can benefit from it.
