Yes!  For years I had a Microbee(!) B&W monitor with a switch which
connected it to either an Apple II+ or an XT clone with a CGA
graphics card.  Both the Apple II+ and the XT produced an NTSC
composite video signal - it worked fine!

No need for any cable adapter -- the CGA graphics card has a coax
output of NTSC composite video.

No drivers needed -- the standard BIOS knows how to deal with a CGA
graphics card.
 
The hard part may be to find a CGA graphics card.  They haven't been
manufactured for many years, but you may find a used one somewhere.
