     How long have you owned the IIgs? Is it a "Woz" or other ROM-00 machine
which was converted to ROM-01? Has setting the Control Panel ever worked
correctly for you?

     For sure, you would want to do any testing with no Slot cards plugged in
and no Expansion Memory Card plugged it. (Remove cards with power OFF.)

     Scootching up and resocketing every socketed IC may fix things.
