you aren't doing anything wrong as far as I can see, but as others have said
there may be hardware issues with
1) the Mac floppy drive that you are using (the type with the black flap).
or 2) the RAM on the GS
To help the drive on your Mac work better try cleaning it with a disk
cleaner a couple of times.
2) how much and what type of RAM do you have in your GS memory expansion
slot ?
reason I ask is I have had one bad DRAM chip in a 4MB GSRAM Ultra stop me
booting System 6.0.1, but run most ProDOS 8 disks fine.

To proove that some of the images are OK on the net I just downloaded
Disk_2_of_7-System.Disk.sea.bin directly onto my Mac Quadra 605 (with the
newer drives with the black flap) from Apples ftp site at:

because A2Central's site kept failing to download on me. It automatically
created a DD (Disk Doubler) icon on my desktop. I then double clicked that
to open that and it created a disk image file with a 'dog eared' icon on the
desktop. I then formatted two 800K ProDOS disks on the Mac (a real one and a
1.4M with the extra hole covered) I then ran Disk Copy 6.3.3 and used "Make
a Floppy..." to make two identical GS System disks. I then booted both those
disks on both of my GS's (one has 5MB and the other 8MB) and they both
worked.

That prooves that you are doing the right thing, but that there is some
hardware issue that is causing problems.
