You can download it from Apple's software library.
It used to be a commerical product, with a limited version called
"LaserWriter Bridge" which supported laser printers only. A couple of
years ago, they made LocalTalk Bridge freely available (but you still
have to download it from Apple - you can't share copies with other
people).
